He continues to excel above Naruto until the point he starts going blind. But since that isn't the case, Sasuke climbs to the top with his very powerful prowess with his Mangekyo Sharingan. If it weren't for Kurama, if Naruto could use Fukasaku and Shima to get him nature Energy during battle, he would have been stronger than Sasuke, even with his Mangekyo Sharingan. But Naruto has a point of being stronger once he learns Sage mode. But the real turning points in the balance of their strength shifted more towards Sasuke from the point he got the Cursed mark from Orochimaru, to the point after their confrontation after the 2 and a half years Sasuke left.
Now in comparison, Naruto had less to work with, he was severely weaker than Sasuke during their academy years, but he started to catch up and even surpass Sasuke after the Chunin exams. Ultimately, he would further avenge Itachi by becoming Hokage, which we all know how that ends. You could say he succeeded in avenging, as he slayed Danzo. And after the death of Itachi, he had new goals. He succeeds in these goals just like Naruto with his. His first goals were revenge on Itachi, and to restore the Uchiha clan. He also had the love and support of his family which Naruto never had, but lost during his first years in the academy. He was a natural born shinobi, with good use of Ninjutsu, Taijutsu, & Shurikenjutsu as well. Sasuke Uchiha was born into one of the strongest clans in Konoha. Now being the most well known shinobi, as Hokage, he has fully achieved his dream. Naruto wasn't born with talent, and worked towards gaining his own power and being noticed by everyone in the Village. Having Six Paths Sage Mode in his arsenal of Jutsu, his overwhelming amount of uses and forms of the Rasengan, doing something The Fourth Hokage, the creator of the Rasengan, couldn't complete in his lifetime. Him being able to use the full powers of the Nine Tails, and even being on a name to name basis with Kurama in the end. Naruto Uzumaki had to work towards becoming a strong shinobi, ultimately "Winning" the final battle between him and Sasuke, and becoming the Hokage.
